I have a cloud based service that occasionally needs to send email to users. I am hoping to use my office mail service as the SMTP server to do this. Do I need to create a licensed mailbox user to do this? Also ideally this accounts password would be set to never expire as I don't want to have to update my applications when the password has expired.

The very first thing you will need to do is ensure that you have 2-step verification enabled on your primary Gmail account.
So first go and enable 2-step verification. Next, you will need to generate an App password. You then use the app password in place of your personal Gmail password further below. Then enter in your personal Gmail address for the username yourname gmail.

IMHO you should mention that if admin is using also incoming gateways then it should whitelist outgoing gateways on incoming gateways. Outgoing gateways are returning bounce messages through incoming gateways and in high volume scenario and existing IDS rules for SMTP connections on incoming gateways this bounce messages could trigger blicking of outgoing gateways IP addresses in incoming gateways and this could cause smtp stop from working correctly because of exausting limit of smtp delivery threads default value I've experienced this scenario today it took me few hours to resolve this.

This error occurs due to the limitation of service available on the mail systems. A gateway does not provide all the service requested by the mail system. For example, if your mail system supports registered mail but receiving mail system doesn't support the registered mail. By this registered mail cannot able to communicate with that mail system.
